Kirklees YOT – National
Indicator performance
April 2008 – March 2009
These National Indicators (NI’s) are some of a large
number of indicators set by Central Government which
apply to Local Authorities throughout the country.
The six below apply to every YOT in England and
Wales. Targets for the indicators are set for each
YOT by the Youth Justice Board (YJB).
NI 19 – Rate of
re-offending by young people
This is measured by tracking forward for one year
from April 08 to March 09 all those young people who
offended between Jan 08 and March 08. This gives you
a total number of offences committed by this group
in the 12 months from April 08. This is divided by
the number of young people in the group to give you
a figure of offences per young person in the group.
For the period April 08 to March 09 Kirklees YOT had
a target of 1.32. We actually achieved a result of
1.06 which was
much better than our target and better than the
average for other YOT’s in the region.
NI 43 – Young People
receiving a conviction who are sentenced to custody
This target is the number of young people sentenced
to custody between April 08 and March 09 in Kirklees
as a percentage of all young people sentenced in the
same period. Kirklees YOT had a figure of
7.5% which was
exactly on the target set by the YJB but slightly
worse than other YOT’s in the region.
NI 44 – Ethnic composition
of offenders on Youth Justice Disposals
This is a complicated target which is measured by
compare the percentage of the different ethnic
groups in the Kirklees10-17 year old population with
their percentage in the offending group. The target
is to reduce the proportion of the group that was
most over-represented, for Kirklees this is the
Black African/ Afro-Caribbean group. Our target for
08-09 set by the YJB was 4.64%, our performance for
08-09 was 3.70%
which was better than our target and is in line with
regional YOT’s.
NI 45 –Young Offenders
engaged in education employment or training
This is the percentage of young people at the end of
their involvement with the YOT who are in full-time
education, employment or training. For Kirklees the
target for 08/09 was 67% which we achieved with
67.1% being in
full-time education, employment or training. This is
in line with other YOT’s in the region.
NI 46 – Young Offenders
access to suitable accommodation
This is the percentage of young people at the end of
their involvement with the YOT who are in suitable
accommodation (living with parent / carer, in their
own flat/bedsit etc). For Kirklees the target for
08/09 was 95% which we achieved with
95.4% which is
in line with other YOT’s in the region.
NI 111 – First time
entrants to the Youth Justice System
This measures those young people who are convicted
of an offence for the first time. To allow
comparison with other YOT’s it is expressed as a
number per 100,000 of the 10-17 year old population
( the actual 10-17 population in Kirklees is just
over 42,000). For Kirklees in 08/09 the target was
1686 per 100,000 the actual result was
1188 per 100,000
which was well within target and better than the
average for other YOT’s in the region.
